Parsons Behle & Latimer (Parsons) is pleased to announce that shareholder Justina Caviglia has been appointed office managing shareholder of the firm’s Reno office, succeeding Ashley Nikkel, who has assumed the role of chairperson of Parsons’ Energy, Environmental and Natural Resources (EENR) practice firmwide.

Caviglia brings more than 20 years of administrative, litigation and appellate experience in energy, utilities, water, environmental and natural resources law to her new leadership role. She represents clients before regulatory agencies and state and federal courts, drawing on experience that includes advising private utility companies and representing government agencies in complex regulatory and water-related matters. Her practice spans Nevada and other Western states, including Utah and Idaho, and she works with clients on regulatory compliance, utility matters, water rights and natural resources issues.

Nikkel previously served as office managing shareholder of the Reno office, helping guide its continued growth and strengthen its ability to serve clients across a broad range of industries. Her practice focuses on mining and natural resources law, with particularly deep experience in environmental permitting, federal public lands policy and the National Environmental Policy Act. She advises mining and natural resources companies on complex regulatory matters throughout project development and operations, including permitting, administrative appeals and litigation.

In her new firmwide role, Nikkel will lead Parsons’ EENR practice, one of the largest of its kind in the Intermountain West. The practice brings together attorneys with deep experience in energy, mining, environmental regulation, natural resources, public lands, water rights and infrastructure development. Parsons represents clients ranging from major mining and industrial companies to utilities, municipalities and businesses, providing counsel on project permitting and compliance, regulatory proceedings, environmental litigation, transactions and other issues affecting the development and operation of natural resources and energy projects. The team’s established relationships with state and federal regulatory agencies, combined with its multidisciplinary capabilities and regional knowledge, help clients navigate complex legal and regulatory challenges throughout the West.

“Justina and Ashley are outstanding attorneys who have demonstrated a strong commitment to our clients, our colleagues and the communities we serve,” said Parsons’ CEO and Chairperson Shawn C. Ferrin. “Justina’s broad regulatory experience and understanding of the industries and communities we serve make her an excellent choice to lead our Reno office. Ashley has made significant contributions to the office and brings exceptional knowledge and leadership to our EENR practice. We congratulate both on these well-deserved appointments and thank them for their continued dedication to Parsons and our clients.”

Parsons congratulates Caviglia and Nikkel on their new leadership roles and look forward to their continued contributions to the firm’s success and service to clients throughout the Intermountain West.
