Kaycee Royer, an of counsel attorney in the Boise office, and Sawyer Connelly, an associate in the Missoula office, wrote an article detailing the proposed rule published by the U.S. Environmental Protection Agency and the U.S. Army Corps of Engineers that updates the definition of "waters of the United States" under the Clean Water Act. The article was published in The Foundation for Natural Resources and Energy Law’s Mineral and Energy Law Newsletter, Vol. 43, No. 1 (2026).
Royer advises energy, mining and industrial clients on navigating complex environmental permitting and regulatory compliance for projects on public lands. She also counsels clients on water rights issues in Idaho and Nevada. Connelly is a member of the firm’s energy, environmental and natural resources practices and leverages his background in environmental science and public lands policy to help clients find solutions to complex legal issues.
