James Bolotin is an of counsel member of Parsons Behle & Latimer. James has a decade of experience representing the State of Nevada in a variety of civil cases, with expertise in Nevada water law, environmental regulation and complex administrative litigation, including litigating and arguing before the Nevada Supreme Court. Drawing on 10 years of experience within Nevada’s state government, James brings a deep understanding of administrative procedures and state regulations to his representation of clients navigating Nevada’s state bureaucracy, especially where complex water and environmental challenges are involved.
Before joining Parsons, James served as a deputy administrator of the Nevada Division of Water Resources, with a focus on ensuring legal compliance and defensibility of agency decisions and directing the agency’s litigation strategy as the primary liaison to the Nevada Attorney General’s Office. In this role, James also supervised multiple critical sections of the agency and assisted with legislative matters. Prior to working in-house at the Division of Water Resources, he spent nine years at the Nevada Attorney General’s Office, where he spent most of his time as a senior deputy attorney general in the Government and Natural Resources (GNR) Division, acting as lead counsel representing the Nevada State Engineer and the Division of Water Resources. In this role, James also assisted as needed in matters related to other state agencies represented by the GNR Division. James began his legal career with the Attorney General’s Office in the litigation division, where he primarily represented the Nevada Department of Corrections in civil litigation matters. This robust public sector background provides James with a unique perspective when advocating for clients before administrative bodies and in matters involving state government, water rights and regulatory compliance.
James was born and raised in Reno, Nevada, and earned his law degree from UNLV’s William S. Boyd School of Law and his undergraduate degree in Business Administration from the University of Oregon.
